Dr Sam Jenfa is a strategic leader with extensive experience in policy development and the direct management of large and medium-sized supported housing services across the voluntary, housing association, and local government sectors. This experience has been gained through senior roles with St Christopher's Fellowship, the London Borough of Southwark, Look Ahead Housing and Care Ltd, Catalyst Housing Group, Thames Reach, Circle Anglia Housing Group, Richmond Fellowship, Outward Housing, and Richmond and Wandsworth Councils.
He is a proven agent of change with a strong track record of leading organisational transformation, service redesign and staff restructuring programmes. Experienced in driving service improvement, enhancing operational effectiveness, and delivering sustainable outcomes within complex housing and support environments.
Dr Sam possesses extensive knowledge of developing and implementing operational policies, contributing strategically to housing policy, and influencing sector-wide initiatives. As a former London Regional Committee Member of the Chartered Institute of Housing (CIH), he provided technical input into affordable housing strategy and policy development. He demonstrates comprehensive expertise in housing legislation, including the application of the Homelessness Reduction Act 2017, housing law, safeguarding frameworks, and regulatory compliance, ensuring these principles are embedded throughout service delivery and organisational practice.
